OMN-12934 — promote omnimarket dev → main for prod baseline

Promotes the State-A-validated omnimarket dev lane to main so prod becomes
the stable reference baseline, per OMN-12934 (Prod promotion: dev→main HEAD
promotion + prod-lane redeploy, post-State-A).

• omnimarket is built into the prod runtime image; promoting dev to main establishes the prod baseline source.

Superseded / completed by the OMN-12934 fix-main alignment operation (2026-06-11). main was force-updated to dev HEAD (9a6e3b2673d9a572b3869fd342a01a93239b587a) after the targeted preservation (PR #1156: porting main's main-target-guard.yml hotfix/* PR-acceptance block onto dev, paired OCC receipt PR #2454) landed on dev. main == dev HEAD and merge-base(main,dev) == dev HEAD; GitHub auto-closed this promotion PR as its head was fully contained in main. Branch protection was snapshotted, minimally relaxed for the force-update, and restored exactly (empty diff). Backups: backup/main-pre-omn12934-20260611, backup/dev-pre-omn12934-20260611.
