pyqtwebengine: use python.pythonOnBuildForHost

Description of changes

When cross compiling, this commit causes pyqtwebengine to use
pythonOnBuildForHost rather than buildPackages.python3Packages,
so it will do the right thing when used with a non-default python
version.
