update GSI hash to pull in changes to GSI-fix, which in turn pulls in updates to build_gsinfo

Description

build_gsinfo-fix was updated to change QC for 2m obs (NOAA-PSL/build_gsinfo-fix#15 and NOAA-PSL/build_gsinfo-fix#16)

GSI-fix was then updated to point to a new build_gsinfo-fix hash (NOAA-EMC/GSI-fix#57)

GSI was then updated to point to the new GSI-fix hash (NOAA-EMC/GSI#973).

This PR updates the GSI hash to get the changes to GSI/GSI-fix/build_gsinfo-fix which are needed for the GFSv17 parallels.

g-w PR #4349 has the same change. I'm fine with either PR moving forward. Both update the GSI hash to gsi_enkf.fd @ dcf055d
