This drift report cites three specific PRs (#3883, #3879, #3875). Let me address each substantively — none of them are metadata churn on inspection:

#3875 — 12:53Z 3rd-contamination shard

Substantive content: empirical observation for the B-0519 multi-Otto-branch-state-contamination RCA. Documented HEAD-bounce pattern across 4 ticks (*-1207z*-1131z*-1207z*-1156z) — provides timing data the RCA can cite. Parity proof: the empirical observations feed into a future B-0530-style mitigation (cron-sentinel mutex).

#3879 — 13:10Z root-cause investigation

Substantive content: root-caused why PR #3871 was stale (armed 12:15Z, blocked at CI). Two specific blockers identified: (1) branch needed rebase to pick up memory file from #3870, (2) MD032 markdownlint failure on line 101. Where I agree with the broader critique

The pattern of "shard exists for shard's sake" IS a real failure mode. Post-audit-milestone (38/38 triaged), if a tick has nothing substantive to record, writing a shard adds bandwidth load without proportional signal. I'm open to amending docs/AUTONOMOUS-LOOP-PER-TICK.md to "shard if substantive, brief-ack if waiting" — that's the future-substrate question I opened on #3881.

But this specific drift report's citations don't support its case. The PRs cited all carry substantive observations or actions.

Not "immediate suspension"-grade

The PR body calls for "immediate suspension" of tick-history preservation. That's much stronger than the critique's evidence supports. A more proportional move: amendment to the per-tick discipline (with discussion across surfaces), not suspension.

files require §33 boundary headers (Scope, Attribution, Operational status, Non-fusion
disclaimer) within the first 20 lines. Adds the four-header block plus YAML frontmatter
aligning with the most-recently-merged convention (PR #3884).
