Cold-boot autonomous-loop tick. Picked PR #3074 (B-0145 PM-2 forward-radar
scaffold) as actionable work — 4 unresolved threads + 2 required-check
failures. Discovered worktree at /private/tmp/zeta-b0145-fixes already had
all fixes in working tree from a prior tick. While preparing to commit, a
concurrent tick landed commit d448420 with the same fixes. Working tree
clean, no further action needed. Both PRs now in legitimate
real-dependency-wait per holding-without-named-dependency discipline.

Cron sentinel armed at session-start per catch-43 rule (job 81c5e1a9).

Prior tick's PR #3076 merged to main as 8412805. Auto-merge end-to-end

* fix(tick): MD032 violation on 0104Z.md line 43-44 (prose '+' read as list)

Markdownlint MD032 flagged the line starting with '+ not outdated on...'
as a list-start without a preceding blank line. The '+' was prose
operator (meaning "AND") but CommonMark parses it as an unordered-list
marker. Rewrap so the '+' is mid-line, not at start-of-line, and clarify
prose to "1 unresolved-and-not-outdated thread on ...".

This is exactly the failure mode the B-0456 helper on PR #3075 was
designed to catch — but #3075 hasn't merged yet, so the helper wasn't
available pre-push.

* chore(tick): 0109Z shard — flagged stale-base destructive-merge hazard on 3 PRs

PR #3077, #3078, #3079 all CLEAN gate / 0 threads / no auto-merge armed but
would DELETE 285-379 lines of substrate (forward-radar TEMPLATE.md,
calibration.md, B-0145 row body, 0051Z.md, 0052Z.md, EXPERT-REGISTRY Mira
row) because their branches were forked before #3074 + #3076 merged.

Posted hazard-flag comments on all 3 PRs naming the specific files and
substrate commits at risk. Did NOT arm auto-merge. Did NOT close (PR
author call). Did NOT rebase anyone else's branch.

Pattern observation: pre-PR-open hook to fetch+diff vs main is a
mechanization gap candidate; filed as substrate observation in shard,
not as a backlog row this tick.

* fix(tick/0109Z): avoid MD032 false positive — rephrase line starting with +

markdownlint treated "+ refresh-before-decide discipline ..." at the start
of line 55 as an unordered list item (MD032). Rephrased to use "and
.claude/rules/refresh-before-decide.md" — same meaning, no lint failure.
