fix(agent-manager): avoid creating .kilo/worktrees when worktree pool is off

What Problem This Solves

With kilo-code.new.agentManager.worktreePool disabled, opening or restoring Agent Manager still created an empty .kilo/worktrees directory in the project. For repositories that recursively discover build metadata while scanning the working tree, that stray directory interferes with tooling.

Why This Change Was Made

WorktreeManager.reconcilePool() called ensureDir() unconditionally. The pool's own warm-up is already gated on poolSize > 0, but reconcile created the directory before that gate applied. Reconcile now returns early through pool.reconcile() when the pool is disabled, so leftover pooled slots are still adopted and removed while the directory is never created. Explicit worktree creation and restore are unchanged and still ensure the directory.

User Impact

When worktree pre-warming is off, no .kilo/worktrees directory is created for a project. Users who keep pre-warming on see no change.

Evidence

• Added unit tests: reconciling with poolSize 0 does not create .kilo/worktrees, and still removes leftover pooled slots.
• Verified in isolated VS Code against a fresh git repository: with the pool disabled, .kilo/worktrees is absent and git worktree list shows only the main checkout; with the default pool on, a pooled slot is created.
• bun test tests/unit/ (6383 pass), bun run check-types, bun run lint, and Prettier pass.
