Description
Merge develop into feature/ufs_dom_update_ufswm_20230717. Tested in https://github.com/JCSDA/ufs-bundle/actions/runs/6026366347/job/16349119705.
After this PR, we should try to merge feature/ufs_dom_update_ufswm_20230717 into feature/ufs_dom and use this again (but need to check with @cmgas if it is ok to do that, because feature/ufs_dom was used in the 3dfgat branches).
