💡 What: Changed <p> to <div> for empty-state containers in python/fast_mlsirm/scoring/essay/validation_report_html.py.

Closing unmerged after exact-current review. Protected main already exposes the bounded accessibility contract in docs/doctoring/essay_validation_empty_state_accessibility.md: role="status" supplies the advisory live-region semantics, explicit aria-atomic="true" preserves whole-message atomicity, and the documentation deliberately does not claim a cross-screen-reader or initial-render announcement guarantee.

The proposed <p><div> swap has no standards-backed accessibility requirement on its own. The current W3C ARIA-in-HTML Recommendation explicitly permits Any role on a p element (p has implicit paragraph semantics), and WAI-ARIA defines the live behavior on the explicit status role itself (aria-live="polite", aria-atomic="true"). Therefore the added .Jules/palette.md claims that <p> may be ignored and that <div role="status"> ensures/triggers announcement overstate the available evidence. Main's existing <p role="status" aria-atomic="true"> is conforming and more accurately documented.

Current product CI, Security Scan, and SAST are green on this head, but the exact-head OpenCode review is also CHANGES_REQUESTED because central coverage evidence failed on a trusted-uv archive HTTP bootstrap; that central control-plane failure is independent of this product conclusion and is not a reason to churn the product branch.

No useful unique product behavior remains to preserve here, so this PR is closed as not justified rather than merged or rewritten. Standards consulted: W3C ARIA in HTML Recommendation (2026-04-15), WAI-ARIA 1.2 status, and ARIA22.
