Fixing a couple of minor tracing issues:
RequestActivityPolicyaddserror.typetwice, which is minor but (another bug) leads to AzMon dropping them [BUG] Azure Monitor OTel Exporter - activities with duplicated tags are dropped #40023BlobClient.Downloadshould not be suppressed underEventHubs.Process, but it currently is)
