Restore Eng Sys rules in CODEOWNERS + assorted fixes

This PR fixes some CODEOWNERS changes issues introduced by:

• Update CODEOWNERS paths: fix invalid paths and deprioritize /eng/ and Engineering System Team paths #33221

As such, it contributes to:

• Add support for wildcard handling of file matching in codeowners library azure-sdk-tools#2770

@jsquire if I enable the new regex-based wildcard-supporting CODEOWNERS matcher the build failure notifications recipients will change, like so (from LEFT OWNERS to RIGHT OWNERS):

Can you let me know if this is OK? Should I reach out to the affected owners to ask about it? Note this routing change is not yet in effect. Details in #28534.

For storage, I think the situation might be a bit analogous to azure-sdk-for-net storage dir:

• Revert changes to CODEOWNERS that caused build failure notifications to be routed to wrong people + assorted fixes azure-sdk-for-net#33826 (comment)
