add new swagger file and examples for SignalR service

Add new swagger specification and examples for azure SingalR service Resource provider. The swagger file is generated using Swashbuckle and is swagger-2.0 based.

Tests performed:

• autoRest <path to readme.md> --azure-validator=true passed with two warnings. Both warnings suggests replacing boolean property with enum however they must to be boolean according to ARM api spec.
• oav validate-spec <spec-path> passed
• oav validate-example <spec-path> passed

A PR to the private repo has been reviewed and approved.
