🛠 Summary of changes
Upgrades to the latest Rails to include bug fixes and also switches to the Rails 7.1 config defaults now that we've deployed Rails 7.1 for a bit.
Should not be merged until https://github.com/18F/identity-devops/pull/6832 is deployed
