Cleanup GitHub Actions

Changes

• Migrates some GitHub Action logic to withastro/automation
• Removes old issue.yml action (we don't accept feature requests or RFCs in this repo anymore)
• Removes stats job from nightly.yml since it has been disabled for 8 months
• Updates congratsbot to use the same logic as Starlight

Testing

Tested congratsbot in Starlight, other actions have just been copied to the other repo. As always with GitHub Actions, you kinda gotta just merge and try it out!
