Organize imports across Astro frontmatter and scripts

Changes

• Organizes imports across Astro frontmatter and every processed <script> block.
• Keeps Volar code actions with distinct resolution targets instead of deduplicating by title alone. Fixes [Astro VS CODE] source.organizeImports doesn't run property if the component contains both server and client imports #17909.

Testing

• Adds full-document organize-import coverage for frontmatter and two script blocks.

Docs

• No docs update needed; this restores expected editor behavior.

Can't we send a patch to volar instead?

It's not being actively maintained. My understanding is that after all of the content mapping stuff is done we'll be able to remove Volar from usage in our vscode plugin.
