Review Status
Verdict: ready to merge based on static review
Context: PR #17856 and PR description (Starlight migration reference)
Scope: Full PR diff (all 6 changed files reviewed)
Changeset: not required (infrastructure-only chore)
Limitations: External migration guide and changesets/action v2 auth docs could not be fetched because no network fetch tools are available in this environment. The removal of the v1-specific NPM_TOKEN: '' workaround is consistent with the v2 input migration but was not independently verified against upstream docs.
Validation: Static review only; no project code, tests, builds, or checks were run.
GitHub context: collected

Blocking because @delucis reported some issues with Changeset v3 in Starlight, for example in this release commit. |

Changes
This PR migrates from Changeset v2 to v3 by following https://changesets.dev/guide/migration. I also updated some skills regarding Prerelease Changes changes in Changeset but didn't test them as I edited them manually. The rest of the changes is basically the same as in the Starlight PR.
