chore(deps): regenerate the license manifest for Microsoft.Agents.AI …

The client-react job runs licenses:check, which regenerates
third-party-licenses.generated.json and fails on any drift. Dependabot
bumps the package version without rerunning the generator, so the
committed manifest still named 1.17.0.

Added a maintainer commit (c438e8d) regenerating third-party-licenses.generated.json; the client-react job's licenses:check gate fails on manifest drift and Dependabot does not rerun the generator.
