feat: add hardware compatibility checks

- Added `Publish-HardwareCompatibilityHealth` to return the hardware compatibilty health from the SoS Health Summary JSON data.
- Updated` Invoke-VcfHealthReport` to include the hardware compatibility health using the `Publish-HardwareCompatibilityHealth` cmdlet.
