Summary

Fixes #49493

Harmony/gpt-oss models reject namespace tools in the Responses API with ValueError: tool type namespace not supported. PR #47024 added namespace tool support for the non-harmony path but did not update the harmony code path.

This blocks OpenAI Codex CLI from working with self-hosted harmony models via vLLM, since Codex sends namespace tool types with every request.

Changes

Input (harmony_utils.py): Handle tool.type == "namespace" in get_developer_message() by flattening namespace tools into function tool descriptions with {namespace}__{name} names, reusing the existing flat_namespace_tool_name() helper from tool_parsers/utils.py.

Output (harmony.py + serving.py): Resolve flat namespace tool names back to separate name + namespace fields in harmony output items using resolve_responses_tool_call_name(), matching the non-harmony Responses API behavior added in PR #47024.

Tests: 4 unit tests for namespace tool handling in get_developer_message():

  • Single namespace tool acceptance
  • Multiple inner functions flattening
  • Mixed function + namespace tools
  • None description default handling

Test Plan

pytest tests/entrypoints/openai/parser/test_harmony_utils.py::TestGetDeveloperMessageNamespaceTools -v

The Harmony streaming path still passes the flattened recipient directly to emit_function_call_delta_events, which builds ResponseFunctionToolCall(name="mcp__search") with no namespace. That makes stream=true disagree with this full-response path for the same namespace tool; _process_harmony_streaming_events needs the same name-map resolution.

Could you provide some local test results and add an e2e test case as well?

… in Responses API

Fixes vllm-project#49493

The harmony/gpt-oss code path in get_developer_message() rejected namespace
tools with ValueError because only function, web_search_preview,
code_interpreter, and container types were handled. PR vllm-project#47024 added namespace
tool support for the non-harmony path but did not update the harmony path.

This change:
- Flattens namespace tools into function tool descriptions with
{namespace}__{name} names in the harmony developer message, reusing the
  existing flat_namespace_tool_name() helper
- Resolves flat namespace tool names back to separate name + namespace
fields in both streaming and non-streaming harmony output, matching the
  non-harmony Responses API behavior
- Adds unit tests for namespace tool handling in get_developer_message()
- Adds unit tests for streaming namespace resolution
- Adds e2e tests for namespace tool calling (streaming and non-streaming)

It looks like this is not actually a namespace tool, right?

It is a namespace tool, the outer dict has "type": "namespace" (line 1252) with "name": "codex" as the namespace. The inner entry at line 1257 has "type": "function" because that's how the OpenAI Responses API NamespaceTool schema works: namespace tools are wrappers that group function tools under a common namespace.

The test verifies that:

  1. The request is accepted without ValueError: tool type namespace not supported
  2. The output correctly resolves the flat name codex__shell back to name="shell" + namespace="codex"

This matches the existing test in test_namespace_tool_separator.py which uses the same structure for non-harmony models.

@chaunceyjiang Addressed all feedback: streaming path namespace resolution, e2e tests, and the namespace schema clarification above. Is there anything else needed, or could this get the ready label for CI?

Gentle ping! all review feedback has been addressed (streaming namespace resolution, e2e tests, namespace schema clarification).

Happy to make any further changes if needed.

@aarnphm @bbrowning would either of you be able to take a look as well?
