Setuptools appears to have introduced a bug in v80.0.0 resulting in a crash when trying to run python setup.py develop with a --prefix
Original issue filed at pypa/setuptools#4966
Until it is addressed we should restrict the version
This is a generalization of #17298

Another issue is that v80 will replace python setup.py develop with pip install -e . which does not work with ROCm, in part due to torch requirement hard coded in pyproject.toml

👋 Hi! Thank you for contributing to the vLLM project.

💬 Join our developer Slack at https://slack.vllm.ai to discuss your PR in #pr-reviews, coordinate on features in #feat- channels, or join special interest groups in #sig- channels.

Just a reminder: PRs would not trigger full CI run by default. Instead, it would only run fastcheck CI which starts running only a small and essential subset of CI tests to quickly catch errors. You can run other CI tests on top of those by going to your fastcheck build on Buildkite UI (linked in the PR checks section) and unblock them. If you do not have permission to unblock, ping simon-mo or khluu to add you in our Buildkite org.

Once the PR is approved and ready to go, your PR reviewer(s) can run CI to test the changes comprehensively before merging.

To run CI, PR reviewers can either: Add ready label to the PR or enable auto-merge.

I think we should lock setuptools to an exact version, instead of upper bound

I think we should lock setuptools to an exact version, instead of upper bound

IMO having an upper bound better communicates the problem associated with v80 since we can directly read the problematic version from the file without having to guess why the version is locked to a specific one.

Drop the setuptools >=83 change from this PR. The <80/<81 caps remain
for ROCm editable installs and CMake build-dir reuse (see vllm-project#17320,
vllm-project#28592). Keep pyjwt >=2.14.0 and rand 0.9.3+ only.
