Description
This PR adds the OSS-fuzz build script to Vitess's own repository. Currently this build script is hosted on OSS-fuzz's repository, and I am moving it over here to make it easier to make modifications to it such as adding new fuzzers.
Once this PR is merged, I will amend the necessary changes on the OSS-fuzz side.
