Preserve observed NVFP4 activation scales when exporting Megatron QAT weights through Bridge.
The collector uses the first numeric module-path component as a layer ID, although local layer indices restart on each pipeline stage and virtual chunk. It also collapses SequentialMLP experts into one scale per layer/projection. Finally, Bridge broadcasts exported weights to all pipeline ranks, while each rank currently keeps only its local activation scales. These paths can export another expert's scale or the initial 1.0 fallback after QAT has already observed activations.
Use the owning layer's global layer_number, retain SequentialMLP's global expert IDs, and gather observed scalar metadata across the PP group before consuming the weight-export iterator. Per-expert lookups retain the existing grouped-expert fallback. Quantization arithmetic and the pre-observation fallback are unchanged.
python -m pytest tests/utils/test_modelopt_mxfp8_on_gpu.py tests/utils/test_mxfp8_ignored_layers_on_cpu.py -q
pre-commit run --all-files --show-diff-on-failure
After merging main at 8e48d72, 53 tests passed on CPU and all 14 full-repository pre-commit checks passed. The QAT test module follows its upstream rename to test_modelopt_mxfp8_on_gpu.py. The new cases cover global layer offsets, repeated local indices across chunks, numeric wrappers, individual expert scales, and real two-process Gloo gathering with empty observations and repeated refreshes. Against the original collector, the layer-identity cases yield 7 failures/1 control pass, and both individual-expert cases fail.
Real two-GPU validation on the original patch (6093c19, before the main sync) used a randomly initialized four-layer Qwen3 MoE (hidden size 128, two experts), ModelOpt NVFP4 QAT, Megatron pipeline forward/backward, SGD, and Bridge's actual HF export. Each configuration ran two updates on two RTX 2080 Ti GPUs with TP=EP=DP=1:
Pipeline configuration
Original incorrect scales per rank, out of 24
Fixed
PP=2
rank 0: 18; rank 1: 24
All 24 match each rank's independent observer reference at both updates
PP=2, VPP=2
rank 0: 24; rank 1: 24
All 24 match each rank's independent observer reference at both updates
All eight rank/update checks also verify finite nonzero gradients, actual parameter updates, and unchanged source weights after export. The integration used FP32 eager execution, local attention and PyTorch RMSNorm. VPP uses an explicit homogeneous layer spec because Core 0.19.2's ModelOpt spec builder does not pass vp_stage; this PR does not repair that separate builder limitation. These are software-QAT/export checks, not native NVFP4 vLLM kernel or model-quality results. Separate single-GPU CUDA checks cover FP32/FP16/BF16 observer/QDQ/STE and packed-expert export.
The NVFP4 collector, input/weight backends, recipe, QAT application helper and complete CompressedTensorsWeightQuantizer class are AST-identical before and after the main sync. The GPU results above are from that earlier run; this update reran the tests and checks listed above.

📝 Summary
Summary by CodeRabbit
Improvements
NVFP4 activation scales are now handled consistently across pipeline stages and virtual chunks, including when models are provided as multiple chunks.
Scales for individual experts and their gate, up, and down projections are kept distinct when exported. Gate and up projections continue to share their combined scale key where applicable.
Refreshing scales now supports pipeline-parallel groups and skips collection for schemes that do not use tensor-group input activations.
NVFP4 input-scale collection now uses global layer and expert keys, separates gate/up and down projections, and can combine scales across pipeline ranks. Quantizer refresh passes the pipeline group and exports expert-specific scales when available.

Summary
Canonical scale collection and pipeline aggregation verl/utils/qat/modelopt.py, tests/utils/test_modelopt_mxfp8_on_gpu.py
The collector keys scales by global layer and expert identifiers, separates projection types, and gathers values across pipeline ranks. Tests cover wrapped chunks, pipeline layers, and exported projections.
Quantizer refresh and expert projection export verl/utils/qat/compressed_tensors.py, verl/workers/engine/megatron/transformer_impl.py, tests/utils/test_modelopt_mxfp8_on_gpu.py
Quantizer refresh accepts model lists and a pipeline group, and skips collection when no scheme uses tensor-group input activations. Expert projection lookup checks expert-specific scales before layer-level scales. Megatron passes the pipeline group, and tests cover separate scales for local experts.

Weight export from Megatron to SGLang with an MXFP8 quantization config will fail with a TypeError until the adapter accepts the new pipeline-group argument. For NVFP4 with expert parallelism, some experts may be exported with a neutral scale. Fix the adapter signature before merging, and decide whether to handle EP gathering now or in a follow-up.

Gather observed scales across expert-parallel ranks.
With EP > 1, bridge.export_hf_weights can return full expert tensors on every rank, while each rank observes only its local experts. A non-local expert has no collected expert key or layer-level fallback key, so _input_global_scale uses the neutral torch.ones(1). Different EP ranks can therefore export the same expert with different scales.

Update SGLangMxfp8WeightQuantizer.refresh_input_global_scales to accept pp_group. Otherwise weight export fails when this adapter is installed.
get_per_tensor_param passes pp_group= to any quantizer that exposes refresh_input_global_scales. The SGLang MXFP8 adapter does not accept that keyword. Each export that is not adapter-only, and that uses this adapter, raises TypeError: ... got an unexpected keyword argument 'pp_group' before the quantizer runs. The CompressedTensorsWeightQuantizer early return does not prevent this, because the adapter fails before it delegates.
The adapter is installed on this path when the rollout is sglang, the quantization config is all MXFP8, and QAT is enabled. dispatch_rollout_weight_quantizer returns the adapter in that case, and the engine stores it through set_rollout_weight_quantizer.
The underlying CompressedTensorsWeightQuantizer.refresh_input_global_scales already accepts pp_group=None, so the adapter only needs to accept and forward the argument.

What does this PR do?
Preserve observed NVFP4 activation scales when exporting Megatron QAT weights through Bridge.
The collector uses the first numeric module-path component as a layer ID, although local layer indices restart on each pipeline stage and virtual chunk. It also collapses SequentialMLP experts into one scale per layer/projection. Finally, Bridge broadcasts exported weights to all pipeline ranks, while each rank currently keeps only its local activation scales. These paths can export another expert's scale or the initial
1.0fallback after QAT has already observed activations.Use the owning layer's global
layer_number, retain SequentialMLP's global expert IDs, and gather observed scalar metadata across the PP group before consuming the weight-export iterator. Per-expert lookups retain the existing grouped-expert fallback. Quantization arithmetic and the pre-observation fallback are unchanged.Checklist Before Starting
