What does this PR do?

Add docker/xpu/Dockerfile.stable.vllm: a multi-stage Docker image for running verl on Intel GPUs (Arc Pro B-series, XPU), with vLLM 0.32.0+xpu rollout and FSDP/FSDP2 training on torch 2.14.0+xpu. XPU platform support comes from verl-hardware-plugin, which the image installs alongside verl.

Related: verl PR 8390 (vLLM 0.32.0 / transformers 5.16.1 for the CUDA stack), whose transformers window this image now follows.

Checklist Before Starting

  • Search for similar PRs. Paste at least one query link here: ...
  • Format the PR title as [{modules}] {type}: {description} (This will be checked by the CI)

Test

Hardware: Intel Arc Pro B60 (24 GB), driver stack as in the image.

On this stack (vLLM 0.32.0, torch 2.14.0+xpu, oneCCL 2022.1.1)

Check Result
Installed versions, TLS floor (pip 26.2.2, certifi 2026.10.23, uv 0.13.4), runtime library scan pass
pip check clean for transformers (verl declares <5.17, installed 5.16.1)
Platform detection (xpu / intel / xccl), xccl all_reduce, Triton 3.8.0 kernel, pyzes Sysman PCI/NUMA query, 12 plugin tests pass (1 GPU)
Hub flash_attention_2 kernel, Liger cross entropy pass; the hub kernel loads its native torch214-xpu build, with transformers 5.16.1 and with 5.17.0
GRPO, Qwen2.5-0.5B, GSM8K, 2 steps step 1 ~16-17 s, step 2 ~8 s, ~460 tok/s, 9.2 GB (1 GPU)
2-rank xccl collectives (all_reduce, all_gather, reduce_scatter, AVG), FSDP2 GRPO with vLLM sleep mode pass (2 GPUs)
Video decode: ffmpeg + torchcodec + qwen_vl_utils on a generated clip pass
Build with a stale cached verl checkout (old requirements.txt) rejected by the build-time check, as intended

API and Usage Example

git clone https://github.com/verl-project/verl.git && cd verl
docker build -f docker/xpu/Dockerfile.stable.vllm -t verl:xpu-vllm032 .
docker run --rm -it --device /dev/dri --ipc=host --privileged verl:xpu-vllm032

Pin the checkouts with --build-arg VERL_REF=<commit> --build-arg PLUGIN_REF=<commit>. For release builds add --no-cache so the system certificates, pip, certifi and uv are fetched fresh instead of served from a stale layer.

Design & Code Changes

Only docker/xpu/Dockerfile.stable.vllm is added. Stages: drivers -> runtime-base -> builder -> runtime. Only the finished /opt/venv and the verl / verl-hardware-plugin checkouts reach the shipped image; git, curl, uv and the driver .deb files stay in earlier stages.

Checklist Before Submitting

Important

Please check all the following items before requesting a review, otherwise the reviewer might deprioritize this PR for review.

  • Read the Contribute Guide.
  • Apply pre-commit checks: pre-commit install && pre-commit run --all-files --show-diff-on-failure --color=always
  • Add / Update the documentation.
  • Add unit or end-to-end test(s) to the CI workflow to cover all the code. If not feasible, explain why: the image needs an Intel GPU and the Intel driver stack, so it is verified by hand on B60 hardware (see Test).
  • Once your PR is ready for CI, send a message in the ci-request channel in the verl Slack workspace. (If not accessible, please try the Feishu group (飞书群).)
  • If your PR is related to the recipe submodule, please also update the reference to the submodule commit via git submodule update --remote or cd recipe && git pull origin main.

pr description is prepared by AI. the code is verified with real intel hardware.
will prepare a doc in plugin side and points to this dockerfile.

Add docker/xpu/Dockerfile.stable.vllm. The XPU-specific pins are inline, so
the build context needs nothing beyond the Dockerfile.

- Stages: drivers -> runtime-base -> builder -> runtime. Only the finished
/opt/venv and the verl / verl-hardware-plugin checkouts reach the shipped
image; git, curl, uv and the driver .debs stay in earlier stages.
- User-mode driver packages follow vLLM v0.29.0's docker/Dockerfile.xpu:
  IGC 2.38.2, compute-runtime 26.27.39122.11, gmmlib 22.10.0,
  Level Zero 1.32.0 (libze1 + libze-dev).
- libhwloc15, libpciaccess0, libigsc1 and intel-metrics-library come from
Intel's graphics PPA, which is removed again afterwards.
- No system oneAPI: the torch and vLLM wheels bring their own SYCL runtime
  and oneCCL.
- LD_LIBRARY_PATH mirrors vLLM's image. The four
  CCL_SYCL_{ALLGATHERV,ALLREDUCE,REDUCE_SCATTER,BROADCAST}_TMP_BUF=1
variables are set by default; without them oneCCL 2022.0.0 caches IPC
handles of freed buffers and host memory grows by several GB per step on
  8 ranks.
- Pins: torch 2.13.0+xpu, transformers 5.17.0, kernels 0.16.x, pyzes>=0.1.2.

Verified on Arc Pro B60: package versions and a runtime library scan; one
GPU (platform detection, xccl, Triton kernel, plugin tests, hub
flash_attention_2, Liger, GRPO, pyzes Sysman PCI/NUMA query); two GPUs
(xccl collectives, per-rank device pinning, FSDP2 GRPO with sleep mode);
eight GPUs (24-step GRPO, host memory flat); 15 advantage-estimator /
policy-loss cases on one GPU; SFT with plain, Liger + sequence parallel,
and LoRA on two GPUs.
… and mathruler

- Pin uv to 0.13.4 (installer fetched for that version) and require pip >= 26.2.2 and
certifi >= 2026.10.19 in the venv, the releases with the corrected CA bundle after the
eMudhra emSign CA incident. A build-time check fails the build if a stale layer or
index leaves older versions. Document building release images with --no-cache.
- Install ffmpeg in runtime-base: torchcodec, qwen-vl-utils' video decoder, needs
FFmpeg's shared libraries at run time.
- Add qwen_vl_utils and mathruler to the XPU pins. They are in verl's verl-core extra but
not in requirements.txt, and the --no-deps install of verl does not bring them in.

Checked on the built image: pip 26.2.2, certifi 2026.10.19 (also pip's vendored copy), uv
0.13.4; qwen_vl_utils, mathruler and torchcodec import; torchcodec decodes a 10-frame
test video and qwen_vl_utils reads it; the two-step GRPO quick start passes on one B60.
PLUGIN_REF was pinned to e5ab532 while VERL_REF follows main. That pairing
left the image without PlatformXPU.get_collective_module() (plugin verl-project#70), so
verl's Ray rendezvous could not build a communicator on XPU, and without the
plugin's NUMA affinity patch (verl-project#72). Default both refs to main; release builds
still pin both with --build-arg.
- vLLM 0.32.0+xpu. Its XPU wheel requires torch==2.14.0 exactly (not 2.14.1), triton 3.8.0,
  vllm_xpu_kernels 0.1.15.4 and tokenizers>=0.23.2. The user-mode driver set in vLLM's own
docker/Dockerfile.xpu is unchanged since 0.29.0, so the driver stage is untouched.
- torch 2.14.0 brings oneCCL 2022.1.1 and SYCL runtime 2026.1.0; LD_LIBRARY_PATH stays set
because that oneCCL cannot find its plugins without it.
- transformers 5.16.1, the pin verl uses, inside the window vLLM 0.32.0 accepts
(>=5.16.1,<5.20). The hub flash_attention_2 kernel loads its native torch214-xpu build with
both 5.16.1 and 5.17.0, so the old 5.17.0 pin is no longer needed.

Checked on Arc Pro B60: package versions, TLS floor and runtime library scan; one GPU
(platform detection, xccl, Triton 3.8.0, Sysman probe, plugin tests, hub flash_attention_2,
Liger, two-step GRPO); two GPUs (xccl collectives, FSDP2 GRPO with sleep mode).
verl PR verl-project#8390 (merged) moved requirements.txt to transformers>=5.5.3,!=5.6.0,<5.17, which
overlaps vLLM 0.32.0's own window (>=5.16.1,<5.20). The Dockerfile no longer filters
transformers out of requirements.txt and no longer pins it or kernels: transformers[kernels]
brings the kernels release that transformers itself allows. Today this resolves to
transformers 5.16.1 and kernels 0.16.2, the same set as before.

uv does not re-check packages that are already installed, so a verl checkout with an old
requirements.txt (transformers<5.13) silently downgraded transformers to 5.12.1, below
vLLM's floor. The check at the end of the builder stage now fails the build when
transformers, tokenizers or torch fall outside the range vLLM's wheel declares.

Checked on Arc Pro B60: pip check is clean for transformers; hub flash_attention_2, Liger,
platform detection, xccl, Triton and the two-step GRPO pass; a build from a stale cached
verl checkout is rejected by the new check.
