[vllm, sglang, model] chore: upgrade vllm==0.32.0 and transformers==5.16.1 - #8390
Upgrade the CUDA 13 dependency stack to vllm==0.32.0 and the project-wide transformers==5.16.1 pin, then regenerate uv.lock.
vLLM 0.32.0 requires tokenizers>=0.23.2, while SGLang 0.5.20 still declares tokenizers==0.22.2. Add a project-wide tokenizers==0.23.2 override, following the existing Transformers override pattern, so every resolution fork remains consistent. Also widen the Transformers support window in setup.py and requirements.txt to <5.17 so package metadata accepts the pinned version.
Adapt AsyncLLM.pause_generation() to the vLLM 0.32 API while retaining vLLM 0.29 compatibility: 0.32 and newer use mode="abort", while older versions keep wait_for_inflight_requests=False. Keep the score-centering top-k coverage test valid for both providers: vLLM 0.29 retains cutoff ties, while 0.32 keeps exactly top_k entries.
Adapt the Qwen3.5 monkey patches to both Transformers 5.12 and 5.16. Transformers 5.16 renamed decoder layer_type to block_type and moved causal-convolution and gated-delta callables from instance attributes to module functions.
This is not a duplicate of #8072: that PR targets vLLM 0.30.0 only, whereas this PR targets 0.32.0 and includes the required Transformers 5.16.1, tokenizers 0.23.2, and compatibility changes.
AI assistance was used to update dependency pins, regenerate the lockfile, diagnose CI, implement compatibility handling, run checks, and draft this PR. The submitter reviewed the changed files and confirmed the change.
Transformers 5.12.1 compatibility probe — legacy Qwen3.5 decoder and gated-delta instance attributes are detected.
uvx --with hydra-core pre-commit run --all-files --show-diff-on-failure --color=always — all hooks passed.
uvx --with hydra-core pre-commit run --files verl/models/transformers/qwen3_5.py tests/workers/rollout/rollout_vllm/test_vllm_topk_support.py — all hooks passed after the CI fixes.
git diff --check — passed.
API and Usage Example
No user-facing API change. Sync the vLLM environment through the existing extra:
uv sync --extra fsdp --extra vllm
Design & Code Changes
Pin vLLM 0.32.0 and Transformers 5.16.1 across the uv backend extras.
Override tokenizers at 0.23.2 to satisfy vLLM 0.32.0 and Transformers 5.16.1 while retaining SGLang 0.5.20.
Expand the package and development Transformers support window from <5.13 to <5.17.
Select the legacy or current vLLM pause keyword according to _VLLM_VERSION, with regression coverage for 0.29.0 and 0.32.0.
Preserve conservative top-k support evidence across the different vLLM 0.29 and 0.32 cutoff-tie semantics.
Resolve Qwen3.5 decoder and kernel callables from their Transformers 5.12 instance attributes or Transformers 5.16 module-level replacements.
Regenerate the universal lockfile for all platform and backend resolution forks.
Add / Update the documentation. Not needed: this changes dependency pins and internal compatibility handling without changing user-facing APIs.
Add unit or end-to-end test(s) to the CI workflow to cover all the code. Added pause API regression coverage and updated existing vLLM top-k and Qwen3.5 integration coverage.
If your PR is related to the recipe submodule, please also update the reference to the submodule commit via git submodule update --remote or cd recipe && git pull origin main. Not applicable.
Upgrade vLLM to 0.32.0 and align the project-wide Transformers and tokenizers pins with its requirements. Regenerate the universal uv lockfile and widen the package metadata's supported Transformers window.
Co-authored-by: Cursor <cursoragent@cursor.com>
Expanded the supported Transformers version range to include releases up to, but not including, 5.17.
Updated the vLLM integration to use vLLM 0.32.0 and Transformers 5.16.1.
Aligned the SGLang, VeOmni, and CPU installation options with the project-wide Transformers version.
Updated the project-wide tokenizer pin to version 0.23.2.
Improved Qwen3.5 compatibility with newer Transformers implementations.
Bug Fixes
Improved request-abort compatibility with vLLM 0.32.0 and newer.
Dependency constraints now pin Transformers 5.16.1 and tokenizers 0.23.2, and allow Transformers versions below 5.17. The vLLM abort path selects its pause API by version. Qwen 3.5 resolves attention and convolution implementations from instance attributes or the Transformers module.
Project-wide overrides pin Transformers 5.16.1 and tokenizers 0.23.2. The requirements and setup constraints allow Transformers versions below 5.17. Optional dependency declarations reflect the Transformers pin, and the vLLM extra now pins vLLM 0.32.0.
For vLLM 0.32.0 and newer, abort_all_requests calls pause_generation with mode="abort" and clear_cache. Older versions use wait_for_inflight_requests=False. Tests check the arguments for versions 0.29.0 and 0.32.0.
Top-k support coverage tests/workers/rollout/rollout_vllm/test_vllm_topk_support.py
The small-batch provider test accepts two or three finite support tokens. It checks that the sampled token is absent from the recorded head only when an omitted supported token exists.
The gated-delta forward path resolves convolution and gated-delta implementations from instance attributes or the Transformers module. The decoder layer selects its attention branch using block_type when available, with layer_type as fallback.
Priority: Low
Merge Risk: High · up to eab3d
With the Transformers 5.16.1 upgrade, Qwen3.5 packed training can silently mix state between samples, and cached generation can fail. Installing the sglang extra without uv can also fail to resolve. These should be fixed before merging.

Keep the published sglang extra installable.
If a user runs pip install '.[sglang]', resolution fails. This extra requires transformers==5.16.1, but SGLang 0.5.20 requires transformers==5.12.1. SGLang also requires tokenizers==0.22.2, while Transformers 5.16.1 requires tokenizers>=0.23.1. The [tool.uv] overrides make the stated uv sync path possible, but they do not change published extra metadata for other installers. Keep this extra out of published metadata if it is uv-only, or provide a compatible dependency contract. (raw.githubusercontent.com)
Based on learnings: check transitive constraints when a shared dependency changes.

Update the cache access for Transformers 5.16.1.
When Qwen3.5 runs with use_cache=True, Transformers 5.16.1 creates a DynamicCache and passes it to the gated-delta layer. The cache stores conv_states and recurrent_states under cache_params.layers[self.layer_idx]; this forward instead reads cache_params.conv_states and cache_params.recurrent_states. Generation fails before it reaches the newly resolved update callable. Adapt the state reads and writes to the layer cache API as part of the 5.16.1 integration. (raw.githubusercontent.com)

Packed samples lose boundaries on the Torch gated-delta fallback.
With Transformers 5.16.1 and fla absent, the forward pass can call torch_chunk_gated_delta_rule. Its signature ends with **kwargs, so _call_accepts_kwarg(chunk_gated_delta_rule, "cu_seqlens") returns True. The Torch body does not read cu_seqlens, so the keyword is dropped. A packed batch then runs as one sequence, and later samples can start from earlier samples' recurrent state.
The kernel wrapper does not remove cu_seqlens on this path. It forwards the keyword unchanged. The sample-boundary loss comes from the Torch body ignoring it.
Use the per-sequence path when the callable that runs cannot consume cu_seqlens. Do not infer support from **kwargs alone. Keep the fla path that accepts cu_seqlens on the packed kernel route.

Keep the per-sequence fallback for packed inputs.
When self has no causal_conv1d_fn, the new resolution selects Transformers 5.16.1's module.causal_conv1d_fn. Its Torch fallback accepts **kwargs but ignores seq_idx and applies one F.conv1d over the packed input. A packed forward can therefore carry convolution context across sample boundaries.
The base code used _packed_causal_conv1d_fallback when self.causal_conv1d_fn was None. It did not handle a missing attribute, but the new module fallback still introduces this packed-output regression. Use the per-sequence fallback for packed inputs when the resolved implementation does not honor seq_idx.

## Summary
Now that
[`verl-project/verl#8397`](verl-project/verl#8397)
(`081c76bb`) and
[`verl-project/verl#8390`](verl-project/verl#8390)
(`f78fd053`) are merged in `verl:main`:
1. **`vLLMHttpServer._generate_admitted()` (`verl#8397`)** calls
`self.engine.add_request(...)` directly and decrements `self._admitting
-= 1` as soon as `add_request()` returns rather than waiting for the
first yielded token (`async for output in self.engine.generate(...)`).
2. **`vLLMHttpServer.abort_all_requests()` (`verl#8390`)** checks
`_VLLM_VERSION >= version.parse("0.32.0")` and calls `await
self.engine.pause_generation(mode="abort",
clear_cache=reset_prefix_cache)`.
As a result, the TPU plugin workarounds in
`verl_hardware_plugin/accelerators/tpu/rollout/tpu_vllm.py`
(`_TPUAdmissionGateMixin` and `_pause_generation_abort`) are no longer
needed and can be removed cleanly.
### Changes
- **`verl_hardware_plugin/accelerators/tpu/rollout/tpu_vllm.py`**:
- Remove `_TPUAdmissionGateMixin`, `_pause_generation_abort`, and
`_GATE_BARRIER_TIMEOUT_S`.
- Restore `class TPUvLLMHttpServer(vLLMServerTimelineMixin,
vLLMHttpServer):`.
-
**`verl_hardware_plugin/accelerators/tpu/profilers/tpu_vllm_timeline.py`**:
- Remove `pause_generation.__wrapped__ = engine_pause` (no longer needed
without `_pause_generation_abort`).
- Hook `engine.add_request` alongside `engine.generate` in
`vLLMServerTimelineMixin._tl_install_engine_hooks` so `first_output`
latency and `finish_reason` continue to be recorded when upstream
`vLLMHttpServer._generate_admitted()` drains the
`RequestOutputCollector` returned by `engine.add_request()`.
- **`tests/accelerators/tpu/test_tpu_vllm_rollout.py` &
`tests/accelerators/tpu/test_tpu_timeline.py`**:
- Remove unit tests for the deleted `_TPUAdmissionGateMixin` /
`_pause_generation_abort` helpers.
- Add `test_server_timeline_tracks_add_request_collector_outputs`
covering the `engine.add_request` collector path.
> **Note:** `_update_worker_block_size` in `tpu_vllm_patches.py`
(calling
`current_platform.update_block_size_for_backend(worker.vllm_config)`
after `load_model`) is retained, as it is still required for
`TPU_VLLM_ENABLE_UNIFIED_BLOCK_POOL=1` on hybrid Mamba/GatedDeltaNet +
attention models (`Qwen3.5-35B-A3B`).
## Verification

What does this PR do?
Upgrade the CUDA 13 dependency stack to
vllm==0.32.0and the project-widetransformers==5.16.1pin, then regenerateuv.lock.vLLM 0.32.0 requires
tokenizers>=0.23.2, while SGLang 0.5.20 still declarestokenizers==0.22.2. Add a project-widetokenizers==0.23.2override, following the existing Transformers override pattern, so every resolution fork remains consistent. Also widen the Transformers support window insetup.pyandrequirements.txtto<5.17so package metadata accepts the pinned version.Adapt
AsyncLLM.pause_generation()to the vLLM 0.32 API while retaining vLLM 0.29 compatibility: 0.32 and newer usemode="abort", while older versions keepwait_for_inflight_requests=False. Keep the score-centering top-k coverage test valid for both providers: vLLM 0.29 retains cutoff ties, while 0.32 keeps exactlytop_kentries.Adapt the Qwen3.5 monkey patches to both Transformers 5.12 and 5.16. Transformers 5.16 renamed decoder
layer_typetoblock_typeand moved causal-convolution and gated-delta callables from instance attributes to module functions.This is not a duplicate of #8072: that PR targets vLLM 0.30.0 only, whereas this PR targets 0.32.0 and includes the required Transformers 5.16.1, tokenizers 0.23.2, and compatibility changes.
