Addresses Devin review feedback on #24879. Rewrites the block comment,
describename, and inline comment that referenced PR #24878 and "removed" code, per AGENTS.md's comment-hygiene rule (no PR refs, present tense, no history narration).Note: Codex P1 (trust-store writes hitting the real
~/.vellum/protected/trust.json) was already addressed in #24884, which landed theGATEWAY_SECURITY_DIRoverride at the top of the file. No additional isolation needed.
