Remove old filter features

There is a number of filter features that do not make sense any more.

Describe the solution you'd like
They should be removed:

• Require HGMD public membership (data too old to be useful)
• Remove dbSNP entries (too broad/dangerous)

• HGMD has a "pro" linkout setting in the config that currently is not used

I will remove HGMD database and link-outs that involve data from the HGMD table. If the data is outdated, the linkouts do not make sense. The HGMD Pro setting can be clarified later on.

OK to merge this, but we will keep the app to keep the migrations. empty the app as muss as possible and make a comment/note that the app isn't used anymore. move them down in the installed apps and mark as legacy app.
