I'm submitting a(n) ci backend update
Description
Moves the CI actions from travis and appveyor to Github Actions. It also removes our dependence on bors, as Github Actions will instead take care of that.
Motivation
The Github Actions PRs have been attempted multiple times, particularly in regards to Windows support. This is meant to be a come together for it. I have been doing research so I think we will be fine.
Special thanks to BurntSushi/rust-snappy#28, as it helped a lot in defining this.
Tests
The test suite should pass as is.
