Fechado sem merge — combina dois bloqueios estruturais que vão ser resolvidos pelos PRs #378 e #379 (mergeando agora):

1. gate PR author is org member bloqueia bot — fix vem no PR ci: bypass do gate pr-author-org-member para PRs de bots #379 (user.type == 'Bot' bypass)
2. --locked-mode rejeita lockfile drift transitivo — Dependabot atualiza Directory.Packages.props mas packages.lock.json dos consumidores ficam pendentes (NU1004 ao restore). Não tem fix trivial no PR sem alterar o restore mode para os PRs do bot

A próxima execução semanal do Dependabot (segunda 06h BRT) vai abrir PRs novos com:

• Gate desbloqueado pelo ci: bypass do gate pr-author-org-member para PRs de bots #379
