Re-opening PR #13502 targeting
v11/devinstead to fix an issue with PR #13475.Testing can be done by checking whether the empty TFM folder is also included in the
Umbraco.CmsandUmbraco.Cms.TargetsNuGet packages when doingdotnet buildanddotnet pack --no-build. Since this is done by the build pipeline, the build artifacts should now also include the empty TFM folder.
