Description

Re-opening PR #13502 targeting v11/dev instead to fix an issue with PR #13475.

Testing can be done by checking whether the empty TFM folder is also included in the Umbraco.Cms and Umbraco.Cms.Targets NuGet packages when doing dotnet build and dotnet pack --no-build. Since this is done by the build pipeline, the build artifacts should now also include the empty TFM folder.
