[production/GFSv17] UPP -- Add Land Mask to Foundation Temperature

Description:

This PR is for the production/GFSv17 branch. It brings in a foundation temperature mask implementation from UPP. This is a production only change to the UFSWM/UPP.

Commit Message:

* UFSWM - Add foundation temperature mask
  * UFSATM - Update UPP hash
      * UPP - Apply land mask to ocn foundation temperature

This UPP update passed all GFSv17 production tests and is ready to be merged. All subcomponent PRs have been merged to their respective v17 production branches.

I changed the template to clarify. There are changes in the grib2 files generated by UPP (confirmed by @WenMeng-NOAA NOAA-EMC/UPP#1530 (comment); and also seen when running RTs in GFSFLX.GrbF24). However, there were no changes to the results/output.
