Gaea C4 is back in service but it look like a lot of large jobs are running. We will skip Gaea for this pr. We can start merging process. @lisa-bengtsson @JessicaMeixner-NOAA we can start merge dependencies. |

This PR addresses issues: #1694 and #1551
This PR is the first of several to function as a starting point for the unified convection scheme.
The following are the updates are in this PR (Coordinated between Lisa Bengtsson, Georg Grell, Jongil Han and Haiqin Li) :

Updates WW3 with recent updates from develop which include:
Update ww3_gint to interpolate restart files (Update ww3_gint to interpolate restart files NOAA-EMC/WW3#962)
Extend loop to include ghost points for VA (NOAA-EMC/WW3#975)
Reorders some loops in PDLIB_EXPLICIT_BLOCK for efficiency (NOAA-EMC/WW3#979)
