fix(tui): close Ratatui dashboard implementation gaps

Follow-up to #934 and merged PR #935.

Gaps addressed

• Coalesce throughput history to one sample per complete stream batch instead of one sample per stream update.
• Add bounded-throughput-history regression coverage.
• Read process RSS from Linux /proc/<pid>/status VmRSS rather than assuming a 4096-byte page size.
• Add a regression test for VmRSS parsing.
• Propagate a quit event discovered while draining the event queue; previously a queued quit could be consumed without terminating the loop.
• Pin the Rust toolchain action to an immutable commit.
• Upload the CI-generated Cargo.lock so dependency resolution is retained as an auditable artifact even though the repository does not currently commit a lockfile.

Validation

The repository's GitHub Actions lanes remain the execution plane; no Sprites/Fly environment is required for this follow-up.
