Runtime debug testing checklist

This issue tracks the progress of bringing runtime debug testing to CI

• Add build test to CI [Done Add runtime debug build test to CI #2124]
• Add silicon test to CI. Ideally run all op tests and compare against golden. Ensure no DEBUG_ASSERTS fire [TODO]
• Add consistency test to CI. Add debug asserts that compare layout, mem_config, data type etc. of flatbuffer tensor and runtime tensor to ensure consistency between compiler and runtime. Related issue Add asserts for each operation in RT and also add check for setting the output #1313 [TODO]
