fix: honor hostname in library URI for singularity build

Description of the Pull Request (PR):

When a hostname is included in a library:// URI, or the def file, make sure it is honored by singularity build.

This fixes or addresses the following GitHub issues:

• Fixes build does not honor hostname in library from:  #246
