Screw it, here's the fix. Fixes #18469

Declaration tags collect blockers from metadata.expression.dependencies, which only sees eager reads, so a $derived reading an async declaration inside a closure gets no blocker and evaluates while the value is still undefined. Template expressions already collect blockers from references, so this switches declaration tags to do the same. The client was broken too by the way, SSR just crashed first.

This does mean a declaration that only reads a binding inside a closure now blocks on it even if the closure never runs during render, but that's already how template expressions behave.

The three edited functions are shared with {@const} via ConstTag, so the legacy syntax gets the same fix; the changeset and a regression test now say so. Two consequences: an initialiser that throws on the server now rejects through the renderer's promise chain instead of throwing synchronously, and since Renderer.run keeps a single promise slot, a later run on the same renderer can overwrite the chain carrying the exception. That swallow already exists on main for eager async reads; this widens which templates can reach it. The fix also only applies when the declaration precedes the closure read; the reverse order still compiles sync and crashes, same as main.
