Is there anything in the PR that needs further explanation?

This bug's cause is that lib/cli.mjs interprets omitted CLI flags as not undefined but false. If standalone() accepts cache=false as a linter option, it means the linter doesn't use cache.

However, if CLI flags (e.g., --cache or --no-cache) are omitted, then cache config property should be prioritized, such as in stylelint.config.js.

To resolve the problem, we should specify undefined to meow's booleanDefault, which defaults to false.
By doing so, omitted CLI flag values become not false but undefined, and then config properties are prioritized.

This is also applied to the allowEmptyInput CLI flag and config property.

In addition, this PR introduces a new utility named getLintOptionOrConfigValue() because we can see a typical code pattern to get a value from linter options or config. I believe this utility would be helpful when a new option and config property is added in the future.

By the way, I don't like the getLintOptionOrConfigValue name so much. If you find a better name, don't hesitate to let me know. 😃
