Upgrade to typescript 4

Description

Fix issue #1646 Typescript 4.1.2 fails with "Cannot find name 'PositionError'"

• Upgraded to the latest version of Typescript
• Fixed all new type errors
• Created a postbuild script that makes the types backwards compatible using typesVersions
