Agents: Add a code review guide and slim AGENTS.md down to pointers - #36677
Conversation
Adds .agents/guidelines/code-review.md with evidence rules, per-area checks, structural maintainability findings, verification expectations, and comment format, and points to it from AGENTS.md.
AGENTS.md keeps only always-on rules, the never-run list, and a read-before table. Toolchain and commands move to development.md, PR requirements to pull-requests.md, authoring principles and learned preferences to code-authoring.md, and testing expectations into testing.md.

Priority: ⬇️ Low Merge Risk: 🔵 Low · up to Some contributor instructions conflict with the repository’s parsing, release, and Danger behavior. This could mislead reviews or cause release and CI workflow confusion, but the impact is bounded to contributor workflows; the PR is mergeable with owner awareness and follow-up to correct the guidance.

Review comments at @.agents/guidelines/code-review.md:
- Line 31: Update the “Inside the system” guidance to distinguish validating
untrusted input at its boundary from handling nullable or optional values
permitted by parsed types; avoid implying that checks for those permitted values
are misplaced.
Review comments at @.agents/guidelines/development.md:
- Line 8: Update the Node.js guidance entry to clarify that native type
stripping runs only TypeScript using erasable syntax; scripts using constructs
that require transformation need a loader or supported transform option.
Review comments at @.agents/guidelines/pull-requests.md:
- Line 6: Update the PR target guidance to specify that contribution PRs target
next, while release PRs are exempt and target next-release or latest-release;
remove the blanket rule that all PRs target next.
- Line 9: Update the Danger-check description in the pull-request guidelines to
state that Danger uses PR metadata, repository configuration, and
team-membership data, and does not inspect the diff. Remove the inaccurate claim
that it reads only the listed inputs.
- Line 10: Update the documented local Danger reproduction command to use the
base-branch checkout for the Dangerfile and all its local imports, matching CI;
do not run it against the current PR checkout.
- Line 14: Update the BREAKING CHANGE guidance in the PR labels section to state
that Danger rejects the label when branchVersion is not MAJOR and accepts it
when branchVersion is MAJOR. Keep the existing references and other label
guidance unchanged.

What I did
Agents reviewing Storybook PRs now have a shared guide, linked from
AGENTS.md. It focuses on checks that are easy to miss: public package entries and declarations, framework ownership in shared code, input boundaries, concurrent resources, automigration retries, first-attempt UI behavior, and type and performance verification. For tool-dependent claims, reviewers run focused probes when execution is available and explain the concrete cost behind a maintainability finding. The guide points to the testing guidance for tests in a diff.The testing guide now asks for readable inputs and expected results. For a mapper with stable output, an inline snapshot can show the full transformation beside its input, as the automigration fix tests do.
This PR also moves the detailed contributor instructions out of
AGENTS.mdand into linked guides.AGENTS.mddrops from 221 lines to 46 and keeps the always-on rules and links for each kind of work..agents/guidelines/development.md.agents/guidelines/code-authoring.md.agents/guidelines/testing.md.agents/guidelines/pull-requests.md.agents/guidelines/code-review.mdWhere the review rules come from
The guide combines a Storybook review checklist with thermo-nuclear code quality review and selected pstack principles. The wording is adapted to this repository. This table covers the rules that remain in the guide after removing general review advice.
