Core: Remove the create-new-story button from the sidebar - #36674

Remove the sidebar button that searched for a component file and generated a story file for it, together with its manager UI, the file-search and create-new-story server channels, their channel events and telemetry types, the story templates, docs and the orphaned hooks and `@tanstack/react-virtual` dependency. Deleting this story leaves manager-sidebar-filesearchlist--default referenced by the internal review fixtures in CollectionGrid.stories.tsx and SummaryScreen.stories.tsx. When those large/overflow review examples load that entry, the generated iframe points to a story that no longer exists, so the fixtures no longer provide the real-preview coverage they claim; replace these IDs with surviving stories as part of the removal.

What I did
Removes the ➕ button next to the sidebar search that searched the project for a component file and generated a basic story file for it (React, development mode only). Saving a story from the Controls panel (
SAVE_STORY_REQUEST/SAVE_STORY_RESPONSE,initializeSaveStory, the onboarding tour) is unchanged.Removed with it:
