Type: Bug Summary: after merging initial PR (when winner is set) and reopening issue every PR with keyword in comments, title or commit message displayed as a new claim. Use case: when concrete PR is merged, but introduces issue and developer reverts it and reopens issue.
Expected behavior
no claims appear after setting winner
Actual behavior
every new PR is displayed as new claim
Reproduction
Prerequisites:
GH user A - developer-external contributor
GH user B - organization
GH user C - developer from organization (with write access)
Steps:
As user B - create issue with bounty
As User A - create new PR - claim for the issue
As user B - merge PR. Issue should close automatically.
Check issue in Github: winner have to be user B; status - Pending maintainer confirmation.
As User C revert PR of user B. Specify in commit message, comment or PR title "Fix #issue"
