不足分を追加してcommitしました．

そのようには内容的にも commit log 的にも見えません (この PR は catkin_generate_changelog が commit history から自動生成したものを，手動でもっと意味の有りそうな内容に変更しようとしていますが，commit された changelog は自動生成そのままに見える) が，それは構いません．

rosdistro へのリリース要求もお願いしたいのですがどうでしょうか．
