Rename server.jetty.idle-timeout

As of #17871, this configuration property is here and specific to Jetty threadpool configuration.
We should either create a server.jetty.threadpool namespace or move that property to server.jetty.thread-idle-timeout.

#18473 is about to bring a new server.jetty.connection-idle-timeout property and we should disambiguate here.
