point sourmash docs default at 'stable' with list of previous versions? #159

(suggest implementing pull request hack for imminent @taylorreiter @brooksph docuthon, too)

pointing at stable (which points to latest released/tagged version) can be done after next release/tagged version :). Go to https://readthedocs.org/dashboard/sourmash/versions/ and select 'default version' to be 'stable'.

Along with this we should update all tagged version of the docs with a pointer to 'see latest version at "stable" URL'.
