New release?

I'd like to improve the publishing pipeline for extremely-dangerous-public-oidc-beacon (by making the token available in GH Pages so it's easier to download, see PR), but doing so requires sigstore-conformance users to be running current main branch contents, specifically PR 102.

First step would be a new sigstore-conformance release. Release right now would contain:

• Allow multiple artifacts to exist #102
• Make it easier to run verification test locally #100 (Make it easier to run verification tests locally #99)
• Add bundle tests to increase coverage of tlog entries #98 (Additional bundle tests focused on tlog entries #97)
• action, conftest: initial xfail support #95 (Add ability to feature-flag which tests are expected to fail #87, Add a flag for skipping bundle tests #94)

There's no rush or deadline from my POV: I'm filing this so I don't lose track.

Makes sense to me. I can cut a release here now (or at least prepare one for cutting).
