Motivation
An unrelated PR (#35314) silently reverted the _is_xpu MHC dispatch added by PR #32166 during a later merge, causing XPU DeepSeek-V4 loading to crash with Torch not compiled with CUDA enabled. This restores that dispatch across all affected call sites.
