[DOCS] Unify sidebars #514

Documentation Location
One of the problems indentified by Marko is the difficulty to navigate the docs: we have an edition selector, 3 categories, 3 sidebars, 3 buttons on the homepage. It all adds up.
As a first approximation to a solution we want to unify the sidebars. This removes the 3 categories on top (getting started, using semaphore, reference) and puts all pages into one sidebar. We still have the edition selector combo. We can do this change without changing most of the URLs as this is mostly a metadata change on the sidebars.js file.
