Handle project-cyclic imports involving root

While package cycles aren't allowed (well, that's not yet implemented - #66), project cycles are fine, so long as there aren't any package cycles therein. However, we don't handle that case correctly when the cycle involves the root project - which we're noticing because docker/docker has a project-level, but not package-level, import cycle involving itself.
