Problem:
Fields like "REACT_APP_EXTERNAL_RPC_URI_L1" in .env.frontend file are hardcoded, not configurable.
Solution:
Modify scripts/deterministic/GenerateConfigs.s.sol to enable read those fields from config.toml file.
