Candidate Inits File Maker

A script that will prompt user for a TIC ID, then scrape ExoFop, and give you entry choices to make an inits file that can run in exotic.py for a candidate. If all parameters are not available it will calculate them for the user. Observatory info can be entered when running the script or by openening and editing the created inits file later.
