SCP-like URL is not a WHATWG Standard URL. `url` crate can't parse SCP-like URLs. We convert to `ssh://` for SourceId, but preserve the original URL for fetch to maintain correct semantics. In short * For identity, SourceId stores in `ssh://` form * For fetch operations, keep the original URL from .gitmodules

What does this PR try to resolve?
This is a follow-up of #16727 to fix more edge cases.
This decouples the fetch URL from the
SourceIdURL for submodules:update_submodulefor creating a
SourceId, which requires a WHATWG URL.GitRemoteand used for the actual git fetch and user-facing messages.
