Summary

Make the bank's experience of the Partner Profile analagous to the partners'

Why

Having the similar experience will be better for bank/partner communication. Also, it's just as big and scary a form for the banks who fill it in on the partners' behalf.

Details

This is a followon request to complete the work started with issue 4504

  • keep this change behind the partner_step_form for now -- we will be launching it together with the partners' changes
  • refer to pull request [#4504] Add step-wise partner profile edit form #4766
  • accordion-style with 'save progress' and 'save and review' buttons like the partners' edit profile.

Criteria for completion

  • changes made to bank's edit of partner profile
  • tests to support that.

@cielf Just want to confirm that I'm targeting the correct view:

When I login as an org admin and select from left nav: Partner Agencies -> All Partners, and then click on any Partner name, it navigates to, for example http://localhost:3000/partners/8

Clicking the Edit Information button navigates to http://localhost:3000/partners/8/edit - this is the view to be modified into accordion sections right?
